Every government we checked advises against all travel to Syria (see the 'advisories' list for wording, dates and links). The reasons named are terrorism, armed conflict, kidnapping, arbitrary detention and unpredictable security conditions. None of these countries can give normal consular help inside Syria.
Travelling against this advice can invalidate travel insurance (UK; Netherlands). Check your government's page shortly before you travel, because the advice changes often.
